My guess would be cuz wasn't confident he could make that weight without being affected adversely. Similar to ggg not wanting to fight canelo at a cw.Comment

Because he was the undefeated super 6 champion at 168. Why would he drop a division? Maybe with Mayweather he is going to get 10 million + PPV money with GGG he ain't getting anywhere near that. GGG should have jumped up...I have not seen too many champions drop a division & do better. Chris Byrd, Chad Dawson, RRJ. Actually it was pretty much the end for all 3 after they did that. The punches come in a lot faster especially in Byrd & RJJ cases as they dropped 2 divisions. Byrd was done & RJJ was never the same fighter after fighting Ruiz then dropping back down.typo
But now Ward himself has come out in the public and challenged Mayweather to a catch-weight fight at 160-pounds. Mayweather has never fought higher than 154, but Ward is willing to drain his body to head eight pounds south. Mayweather defends his title against Ward's close friend, Robert Guerrero, on May 4th at the MGM Grand in Las Vegas.

Because:
a) There was no actual offer at 164. Fight negotiations fell apart at 168 due to timing/tuneups request.
b) Ward most likely couldn't make 164. At the very least, not for Golovkin, and not coming off a ~2 year layoff.Comment
