There are 4 "world champions" in every division these days. One for the WBC, one for the IBF, one for the WBO, and one for the WBA (these goons actually have more if you count their regular champions and interim champions.)

So it's very possible to pick up belts from the weaker champions in each weight class without ever cleaning out any division.

That's how Pacquiao picked up a lightweight title for example. By beating David Diaz.
