If you look at it objectively, it's pretty close

IMO Pacquiao had better resume overall with MAB, EM, and JMM, and people tend to overlook the fact that pacquiao is already a world champ even before he went to the US.

Floyd has the perfect record, is the better skilled fighter, plus he beat pacquiao (even if they were both past prime) so that's a pretty valid reason to rank floyd above manny.

Depends on what one thinks is more important when doing these rankings.
