He has beaten Murray, Macklin, Geale and Lemeux, all top 10 middleweights and legitimate title contenders, i.e. I'm going to dumb it down, he has beaten the best available middleweights out there.
What more do you want him to do? In fact, what more can he do? Cotto refused to fight him and right now, it doesn't seem likely that Canelo will fight him either. In fact, there is nothing those two have done that would make me think they are better than GGG, they are the challengers to GGGs crown, widely regarded by most in boxing as THE guy in the division.
The argument that GGG is being moved slowly may have been one 1 and a half or 2 years ago but now it's irrelevant. He has beaten and annihilated just about every one of note in the division.

in boxing there's no shame moving up in weights. It actually benefits your resume and technical achievements. Moving up in a weight class and getting another belt is better than searching for more belts in a division in which everybody says he has cleaned.

His current problem is K2. If he were with Arum or Golden Boy he'd already be MW champ. Instead they've taken step aside after step aside in hopes of getting a shot. They were told before Canelo/Cotto that this would be the last time they'll have to step aside. The winner must fight GGG or vacate. And what happened? They stepped aside again. Another issue is K2 doesn't pay well. They want the Lee fight next if he wins but I guarantee they won't pay him more than he would get paid to fight -Jacobs. They aren't getting that fight.
