Dariusz lost his belts through politics, but that wasn't Roy's problem. At the time of negotiations, Roy had all three of the main belts, and Dariusz only held the lightly regarded WBO belt. Roy was also classed as the best fighter in the world, and he'd got a better resume. Not only that, Dariusz had cheated to get Rochigianni disqualified a few years earlier. Roy said in 2001 that he didn't think a knockout would be enough over there. So in my opinion, the onus was never on Roy to go to Germany.
In the end, neither guy would travel. But I do think that Roy would have fought him in the U.S. But Dariusz seemed more than content to keep fighting whoever Khol put in front of him.
Regarding Hill, yes, Roy did fight him after Dariusz. But he had spoke of wanting to fight Hill, before he'd fought Griffin. After he decided against fighting Buster Douglas, the Hill fight was available for a good payday.
