If Kovalev has an exclusive contract with HBO, then no, he cannot fight on any other network even for one fight. That is the problem with exclusive contracts. I have no idea if Stevenson has an exclusive contract with Showtime, he was able to fight on PBC show on CBS but CBS owns Showtime so that may be why.
