The stringent commission testing was the compromise and they tested for everything that VADA or USADA tests for. In fact, Bradley/Pacquiao II used the stringent commission testing as well.

Also, Arum is not a fan of either USADA or VADA. He feels it should be handled by the Commission. That's why Team Pacquaio didn't use VADA for his second fight against Bradley, and only used NSAC for random drug testing. They only used VADA for the Rios fight because the fight was being held outside of Nevada, overseas in China.
