Incorrect. USADA makes fighters sign legally that they will abide to sanctions that USADA imposes upon them. That's why when there are positives, some athletes if they dispute, end up going to court over the matter.
And USADA takes the matter up with the governing bodies of the respective sport to make sure the sanction is enforced.
VADA does not do this, and they do not want to sanction athletes. No matter the organization, whether it be NSAC, VADA, and/or USADA, there are always unique advantages and disadvantages.Comment

He may have kept his purse (USADA doesn't do fines, just sanctions like suspensions, bans, etc). Morales received a 2-year suspension in the end. So as far as the United States goes, Morales can't fight until that time expires. He might be able to fight in Mexico or another country (maybe).
