Incorrect. USADA makes fighters sign legally that they will abide to sanctions that USADA imposes upon them. That's why when there are positives, some athletes if they dispute, end up going to court over the matter.

And USADA takes the matter up with the governing bodies of the respective sport to make sure the sanction is enforced.

VADA does not do this, and they do not want to sanction athletes. No matter the organization, whether it be NSAC, VADA, and/or USADA, there are always unique advantages and disadvantages.

How did that legally binding document worked out for Morales? I recall him wiping his ass with it after pooping contaminated beef. Mind you that he was caught before the fight and manage to proceed and keep his purse.

He may have kept his purse (USADA doesn't do fines, just sanctions like suspensions, bans, etc). Morales received a 2-year suspension in the end. So as far as the United States goes, Morales can't fight until that time expires. He might be able to fight in Mexico or another country (maybe).

Rios was moving up in weight and still needed drugs to make weight? While other real professional fighters dont get the chance at a top fighter or the payday that he got.

I mean as long as it is what they say it's used for as for making weight why raise concern it still wouldn't have made him into a better boxer against pacquiao so big deal.
