Please provide evidence/documentation that USADA *itself* imposes the sanctions.
My impression is that it's the sports' governing bodies and athletic commissions that choose whether or not to accept USADA's test results that actually have the authority to impose the sanctions. If Mexico doesn't accept USADA's "authority", nothing will stop it from approving a sporting event that would be otherwise blocked somewhere else.
Therefore, for example, if the Nevada Athletic Commission accepts VADA's (or USADA's, or anyone else's) tests/protocols, it can, within its jurisdiction, penalize/suspend the failed athlete.
