You can't compare the two situations. Frank Warren appealed over a bad decision. Nobody broke any rules, it was a clean fight and it was close. Never going to warrant a rematch with the board - they have clear rules for these things and that didn't break them.
Groves' team appealed to the board on grounds of impartiality from the referee - much different. They actually had some things to back it up, yet it was dismissed on the very night on the fight - actually not allowed from the board's own rules.
An offer wasn't made in writing or anywhere else, and I doubt Frank Warren would base that on something Groves said in a press conference straight after the fight You're clutching at straws here.
If he was serious about making an offer, he would have made an offer. That's the bottom line.

i had degale beating groves too and was surprised there wasnt a rematch considering how close and controversial the decision was, how much people got into it and the fact that it was an upset.
it needed a rematch just as much as froch-groves imo, basically as much as any fight could. it ticked just about all the boxes.
hopefully it happens after froch-groves regardless of who wins.
