Why does the rule book say the ref must count to 10 and then wave then?
You don't even know the basics, everyone knows a fight ends on 10 and not a moment longer.

I dont know the basics yet its "9 and out" in the BBBC rule book and the wave is a substitute for a 10

Explain how would Scott have gotten extra time if the ref said 10 instead of waving.

Exactly, it often gets called called early to save the fighter from himself. Here no such thing, Scott was perfectly fine, totally safe to continue.

Because his wave came immediately after 9, he was not given the last second. its easy to see in the video they show it in slow mo, he says 9 and waves immediately

Yea but the ref officially counted him out. And when a ref does that he must count to 10. A ref can stop the fight anytime he wants but he cannot change a 10 count to a 9 count

You're double wrong here. First you're wrong about the count, that's obvious to anyone not blinded with bias. But you're also going against the spirit of the rule to push some agenda: a good ref will not look for any technicality to hurt the figher (almost always out-of-towner), much less stretch the rules to do that. In the first category you have such fan favorites as Marlon Wright and the guy from Kirkland Molina.

                    9>wave
                    9>10

Both signal the end of the fight how would he have gained anything from the ref saying 10?
