it makes sense to me. if the fighters involve want to have random testing it should still be under the authority of the commissions as that is their mandate. and in case the requested testing is something the commission are not capable of doing, they can outsource it. they'll be the only ones who can have negotiation with outside testing agencies and no one else.
you can say whatever you want about commissions being corrupt and all but it's a bigger joke if fighters or promoters are directly involve with drug testing. there's no room for self-regulation in any sports. fighters and promoters should be out of anything that could influence the outcome of the fight like choosing the refs and judges and yes drug testing too. commissions can outsource drug testing and that's well and good for me.
