It's the edges needed at the highest level of boxing and through venue, officials and the ability to call the shots generally due to financial position, all those edges go to the US fighter.
On top of it all, many of them are and have been roiding - right to the top level.
A good example is Jan Zaveck v Andre Berto.
Zaveck the IBF champion was forced to fight in the challenger's backyard flying 5,000 miles to fight, he was arguably winning the fight and loses his title as the fight is stopped due to Berto's headbutts with the ref taking no action. 6-7 months later Berto fails a drug test. Zaveck in limbo with no recompense and no big name opponents.
If Berto had to go to Slovenia to take on the champ you think it ends that way?
Another example is Khan v Peterson, again champion goes to challenger's backyard. Referee all over him deducting unprecedented points, hatman interfering with the scores and Khan losing a decision which most felt he won regardless. A couple of months later Peterson fails a drug test.
If Peterson fights Khan in England you think it ends that way?
This kind of stuff happens again and again, the US fighter is presented with all the advantages designed for him to win. Without those and being forced to travel more regularly their records would be much weaker. I'm not saying it doesn't happen elsewhere either, but the US fighters are able to get the big fights at home and that's a huge help.
Don't get me wrong, the US has some talented boxers but most also have an inherent silver spoon when it comes to competing in the pros.

So that might be the key. If HBO got pressured from their viewers, they could make the same demand towards the promotors they deal with.
