At that, I seem to have a dim memory of Mayweather, during these Pacquiao offers, saying that the offer was only open for a certain amount of time, so you may be right in part.

Doesn't change the fact that Leonard fought and beat better and more accomplished fighters than Pryor, was never at the same weight as Pryor, and if that wasn't enough, tried to make the fight happen, with Pryor.
Pryor wasn't even a hot topic (at a different weight-class) until Leonard was signed to fight the Duran rematch. Are you really suggesting that Leonard was choosing to fight Duran over Pryor because he was scared?
