Honestly, Vitali shouldn't even be rated at all. He's not even a top 3 Heavyweight of his own era. You don't see people rating Chris Byrd & David Tua as ATGs do ya? BOTH have greater resumes than Vitali.

You can also make a case for Ibeabuchi being rated higher than Vitali. He out****** a prime Tua and in only 5 rounds, knocked Byrd into a temporary state of ******ation.
