Uh....yea. It is a much better agency than the one that failed to catch Shane Mosley. And please, there really isn't any use in arguing who has the better testing between the two.
Perhaps you should listen to yourself:
Pac asked mayweather to take NSAC test, but agreed to unlimited urine testing on mayweather test + a blood test with 14 day cutoff incl. a test right after the fight.
Mayweather outright refused Pac's test.
And yet, it's pac's fault....hmmmm

in the first negotiations floyd offered a 14 day cut off which pac shot down and wanted a 24 day cut off. it seems as though you are tainting the evidence to make your point. and as you know pac walked away from the table and had already signed to fight clottey. so the first negotiations were not even on the up and up. arum used floyd to raise pacs profile and it worked.Comment

NSAC said yes.
Schaefer said yes.
Arum said yes.
Pacquiao said yes.
Mayweather said no.
