You don't? Really? Why not go with the best possible agency to do the testing? Not only that, but how many times had NSAC done unlimited blood testing? Do you know the answers to the those questions? Its not hard to figure out that USADA is/was way more advanced than NSAC.
I'd think it was ****** too, if I didn't understand the parameters of it too. Why throw money into the funding for the NSAC, when you could hire an outside agency with expertise in the field of blood doping. Again, this isn't that hard to grasp.

Frankly, I don't care what third parties claim. Mayweather asked for advanced testing which includes taking blood and Manny isn't with that, nor has he ever been..thus, the fight hasn't happened. End of.
Listen to yourself. Why does he need a cut off? That's highly su****ious...but its all fine and dandy in the Pacland. Manny wasn't willing to compromise to save the fight in the mediation. And I know that to be true because he last summer he was still talking about a cut off deal that he rejected.

this is where you got it WRONG. the post clearly state "both parties could PETITION the NSAC for the additional testing" and floyd already knew from the past that NSAC would not go for the additional testing. and still the whole process would have to be approved by WADA which pac and arum already said the were against. so this is a moot point trying to prove pac wanted the ost. and kizer stated ost came up out of nowhere which is just not factual at all. roach stated they knew floyd would ask for ost and it wouldnt be a problem. then later he said it was a problem. you can follow the time line of the negotiations at fighthype.com. they show all the lies and blustering of arum and roach.Comment

Surely, NSAC knows what drugs to test for with proper funding, and you conveniently forget mayweather was perfectly fine with even NSAC's standard test until December 2009 (that's right, as late as september 2009 it was still perfectly fine!)

Pac asked mayweather to take NSAC test, but agreed to unlimited urine testing on mayweather test + a blood test with 14 day cutoff incl. a test right after the fight.
Mayweather outright refused Pac's test.
And yet, it's pac's fault....hmmmm

if they had done a joint-petition to the commission for additional drug testing where they’d cover the cost so we wouldn’t have any budget issues, we would have been happy to do that. We’re still happy to do that. Again, my understanding is Golden Boy, Top Rank, and Pacquiao were in agreement to do that, but Mr. Mayweather decided not to do that, and that’s his right.”
