that's a ridiculous argument. Cotto had easily the best welterweight resume of any welterweight at that time, including mosley. Who he fought when he won the belt is completely irrelevant. Alphabet belts are pretty meaningless in any case. Who he fought at welterweight is the only thing that matters, and he'd fought more top welterweights by far than any other welterweight at that time, and prior to the pac fight, had beaten all but one of them, including beating mosley.
It matters and it is very relative. Prior to margarito, cotto was the guy but when manny faced him he was not the guy and thus shouldn't have been ranked #1. Margarito should have been #1 then mosely should have been #1.
According to your logic, manny should have been number #1 at welter after he beat oscar because oscar once fought all the fighters and had the best resume at welter.
