For the millionth time. If a guy knows he is not going to be tested, like Pac wants, then he can knowingly cheat or plan his cheating around those dates. If he's under the impression that he might be tested, he's far less likely to do it. I'm not sure why they pick the dates the way they do, but I can understand how one situation is a deterrent and the other is not.
