Weight penalties is uncommon. It's more uncommon than OSTs. Pacquiao started that precedent.
No he didn't he just asked for money than usual which is fine considering that Floyd ignored a previouse weight clause in a previous fight. Fighter who don't make weight get fined all the time. **** not making weight only bankrupted Jose Luis Castillo when he failed to make weight for the 3rd Corrales fight and from what I understand Corrales did sue Castillo since he lost his entire purse for that fight.

Pacquiao has ignored a weight clause in his career as well.
Second, the NSAC is supposed to dictate the testing.
Third, this new trend of fighters (actually, just Manny) setting the penalty is less common than OSTs. End of story.
