This is true, but what I don't understand is why you are so keen to establish it. I don't think anyone in this thread has said that Pacquiao is categorically innocent. As has been mentioned, everyone is equally suspect unless there is hard evidence or circumstantial evidence against one particular individual. Your repeated postings of the same thing suggested to me (incorrectly) that you were trying to imply that the burden of proof lay with Pacquiao. I just find it unusual that you are going to the lengths you are to make a very simple point that doesn't seem to be in dispute.

Circumstantial Evidence

• Head within the span of 3 years got bigger just like bonds, Mccgwire, etc
• Increase his speed and power as he moved up in weight in a span of 2 years.
• Knock out ratio went up as he went up in weigh and as he got older instead of going down
• Turned down 40 million dollars, with 5 different explanations none which made sense.
• Sued Mayweather, but not Cintron, Campbell, Paulie, and others
• etc.

All these are circumstances to have one logically to believe this is why Manny might be using PED's and therefore Refuse to take a random drug test before fighting Mayweather.

That is just some of the circumstantial evidence that have me questioning the Pacman usage of PED's.

Like I said before we do not have no evidence that he has taken PED's because he has never taken a test that could detect PED's.
once again there is no edvidence that Manny is juicing, except for circumstantial evidence. Which in any court in America if argue correctly can get you verdict of guilty.

Arguing circumstantial evidence is like putting pieces of a puzzle together.
knowing all along this your puzzle can never be fully complete because you do not have all the pieces which is hard evidence, something tangible or Indisputeable.

So therefore you put the puzzle together the best way you can hoping at the end of your argument the puzzle will still be able to produce a picture
even though it is missing pieces.
