Yeah there's a lot of spin going on , depending on which camp you belong to.
I believe there's no difference between 24 and 14 day cut offs anymore, especially if Pac will be tested right after the fight! PED's and drugs can stay in your system for as long as 40 days, and therefore, no one in their right mind will agree to either 24 or 14 days or after-fight tests if they are on any drugs! They would simply risk the chance of getting caught!
A lot of this is now hype and posturing, and again depends on what side you belong to. Pac's camp certainly didn't help with all the confusing statements, but it doesn't escape the fact that this whole drug testing demand by Floyd's camp is his own and not by the commission.
Bottom line, we cannot hold anyone accountable for not fully complying to rules that have not been set by the governing body, especially such rules that are governed by the commission. And rules that have never been required of any fighter in the entire history of the sport.
