No I made a point of saying it didn't violate a rule. I agree with you.
Rehydrating in excessive amounts to some of us is cheating. It makes weight classes really obsolete.
It means some people have genetic differences. Similar to how Hagler and GGG spent over a dozen years at MW, always making 160.
Cheating means you violated the rules. Rehydrating doesn’t violate any rules.

Regis Prograis rehydrated 17.8lbs against Haney. Is he a cheater too?
"Haney is a weight bully", "Manny weight drained Cotto", "Chad Dawson was drained against Andre Ward".... it's all nonsense. These are the weights (and rehydration clauses, or lack thereof) that both sides agreed to.
EVERY fighters team's JOB is to put them in a position where they have the most possible advantages.
Weight, rehydration, location, gloves, ring size, etc. are all negotiated.
If one fighter doesn't like what the deal is, he can pull the plug at any time. That's how this sport works.
Devin Haney agreed to fight Ryan Garcia despite Garcia being overweight. He did NOT agree to fight Garcia on PEDs.
There is only one cheater in the conversation, and his name is Ryan Garcia.

Haney has been known as one of the biggest cry babies in the sport.
Not to mention he’s P4P #1 ugly.

Despite Garcia’s PED results, the statistical correction, the fact remains, Devin is ugly and he got his ass destroyed. That’s why so many people make fun of him.

If Tacit agreement is your focal point then what of Haneys agreement to fight despite Ryan's weight? I'm not saying the steroids are irrelevant but in principle the agreement was made with the same understanding.
Finally, yes rehydrating is part of the game but so is taking steroids. The only difference is one is legally not allowed the others not illegal. Both are tolerated. It was never intended for fighters to fight at different weights because of rehydration.
