Human physiology doesn't work like that. The smaller a fighter or any athlete is, the higher their power-to-weight ratio will be. That's why the 5lb weight difference between a flyweight and a bantamweight, if they are roughly equal in ability and both come in their divisional weight limits, would give a significant advantage to the bigger man. But at HW, a 5lb weight difference is insignificant.
The same thing applies to all living creatures.
