The belts don't matter when most people will be tuning in for Fury. There's a reason why Fury vs AJ and Fury vs Wilder 1&2 were 50/50 splits. In those cases both fighters had appeal and a sizable fanbase resulting in a fair split regardless of who was holding a title.
Usyk was the B side against Chisora even though Chisora is a old gatekeeper and Usyk was still the B side in AJ vs Usyk 2 after he dominated AJ and took the belts. The belts means nothing.
Usyk fans will just have to accept that he ducked Fury by demanding a rematch clause.Comment

The problem you have there is that before Fury got cold feet, Bob Arum and Frank Warren both said that 50'50 would be a fair split in a legacy fight like this.
