Anybody who jumps as many weight divisions like he has(and won championships in a record 8 of them) clearly doesn't have much opportunities for mandatories like other boxers who stay within their own division.
5 of those divisions where he has won championships were for lineal titles which is again another world boxing record, where you have to take the title from the previous titleholder in a continuing line of succession(which is how it was given before the advent of different sanctioning organizations in boxing), not for some random alphabet title that some organization is willing to give you.
