On the face of it I'd say Pacquaio but I'm not sure he had enough fights at 130 for it to be fair judging. Mayweather spent a good chunk of his career there and that's bound to waterdown the overall strength of his opposition. Pacquiao moved up to 130 and immediately fought for the title which rather inflates his strength of opposition.

Yup we're going 28 fights for Mayweather against basically 8 for Pacquiao
        28-0 19 ko's for May, 7-1 5 ko's for Pac (roughly)

Pac fought at flyweight many more fights than at super feather as May fought 70% of his fights (roughly) at this weight.

Thats the thing, Its unfair to compare their resume when Mayweather was there longer than Pacman, Pacman had 8 fights at 130 so in theory he fought 6 fighters at that weight, While Mayweather was able to fight alot more than Pacman.

is george bush really a coward who ducked a war??? that explains why so many americans prefer cowards over men with honor courage and dignity.

130-135 are pac's cashing in weight classes, whereas that was where pbf made his name.
