He's not far from the top 25 and I could see him there. Only fighter in history to win lineal Worlds at 30 and 47 with 35 making him one of less than ten to be the legit champ in 3 weight classes. Castillo gets my vote for the Hall and while he was older, so will Oscar and he was no slug win as far as opp goes and he's got plenty of solid wins along with those. I think what many miss is how ridiculously tough it is to measure with the top 25 given how many fighters there have been. Saying 'he's just lower top fifty' is high praise if you know what you're talking about. The run from 03-05 hurt his career rating if he never fights again, but he will and probably without even taking a full year off.
