I can think of a number of reasons.
It may be that he tired out because Urango was an incredibly strong JWW (I'd wager stronger and harder to take the fight to/push around than anyone Hatton has faced).
It may be that he was stung by a few of Urango's body punches and that gassed him a bit.
I'd say the most likely reason was because he knew he'd outclassed Urango but could tell that there was no way of knocking him out. He knew that Urango was a stepping-stone fight and that he had the big step lined up with Castillo and didnt want to put that fight in jeopardy by leaving himself open. Maybe not even leaving himself open to defeat, but just injury that could push the Castillo fight back. So he decided to adopt a low-risk tactic so as to coast through the rest of the fight taking no damage and getting the kind of mutual decision he was only likely to get if he boxed Urango's ears off for the rest of the fight anyway.
As boxing fans it not exactly what we want to see. But it was effective and it was safe.
