for me yes but only because fighters that achieved less like mcguigan have made it, but it may take longer for valero due to his crime

McGuigan beat Eusebio Pedroza, a far greater win than any victory Valero had. He also had wins over Juan LaPorte and Bernard Taylor. That's better than Valero's achievements.
