In 1919 Dempsey-Willard had an agreement that such a punch (was for ***** cheats with HBO long term contracts) and considered the punch a foul.
You probably have an HBO subscription which makes you part of the problem with dirty fighters.

Some of those punches Ward delivered to Kovalev seemed to travel a bit low.
Dempsey hit Sharkey low. Ref admit to it, though the ref didn't have a good outing at all.
I used to think Holyfield's headbutts were accidental. I don't really think so anymore.

I don't see how HBO is at any fault because no foul was called. Maybe like myself they simply don't think it was a foul.

Most fighters have gotten away with fouls.
As pointed out by Ghost On Dempsey, Cassius Clay did it over and over on purpose. Always grabbing people behind the neck and pulling them in, just skirting legality as he then threw a punch, letting go just before the punch landed.
