Thats a fairly vague instruction, and seems to me like an prompt to pay attention and follow his instructions, rather than an order to commence fighting, especially when both fighters responded to it by walking to the center of the ring with their hands down.

Amir was given ample enough warning and continued to offend. If the ref doesn't like what he's seeing and tells you to stop, you're asking for trouble when you continue to do the very thing he's warned you about.
