I can't answer for who knew what. What I can say is that Fury isn't the first cheat that got away with funny business regarding gloves/wraps ect. Antonio Margarito had gotten away with it multiple times until a watchful Naseem Richardson caught him. Same thing with Felix Trinadad.

Conveniently ignoring the lessons history has taught us all to push a false narrative due to being emotionally tied to Fury having a unsullied win shows your character is that of a weasel.

There's a huge different between getting away with sneaking plaster into the wraps, which unless spotted, can't be detected...to removing the padding from gloves, which can easily be detected by squeezing the gloves.

The commission take the gloves to the arena, the commission removes the gloves from the sealed packaging and check them, the commission then hands the gloves to Fury's team. Fury has his hands wrapped and gloves fitted and laced, all under the watchful eye of Deas, the commission, and WBC representatives. After they're fitted, the commission then checks the gloves again. The commission and WBC representatives then stay in the dressing room and walk out with team Fury. The referee then checks the gloves in the ring. When was the padding supposed to be removed?

Edit: Oh yea, and the commission also take the gloves post fight to inspect. So I'll revise my question; when was the padding supposed to be removed and when was it supposed to be put back in?
