I've searched and can't find that source.
But let's say that theory is true. Are we going off annual rankings or are we going off monthly rankings?

No. The article included EVERY issue of ratings in the magazine for the decade. It's based on where fighters were rated in the single issue (or most recent archived TBRB list) before the fight. I just pulled the issue again to check.Comment

So if Stevens was #9 like you said, why is he ranked #10 in the article?

Cool, like I said from the beginning, I just wanted to see the source you were talking about because the photo you posted conflicted with the article. It just didn't make sense how he could be unranked at the end of 2012, take a loss and move up into top 10.
