Does Manny Pacquiao have a claim to be a Top 3 ATG?

Manny is one of the greats but he's not top 3. Any fan can rationalize why an all time great is top 3, top 5 whatever. But Manny was the 2nd best fighter in the Mayweather ERA.

Pac is one of the greats from this era. Before people get ahead of themselves they have to do a little more research because this claim is more than a popularity contest.
Different eras had less titles, weights and recovery time in between fights.
Also they were same day weigh in and 15 round fights.
To say that nobody has had 8 titles in different weight classes when some never had the opportunity to do so because they didn't exist. Plus Manny's # 8 was a circus fight, not even Margo deserved that shot for that title.

I do think it is exceptional what both Floyd and Manny did, in rising up the weights as they did...pretty incredible...if one wanted to be critical, you could get on each guy for various things too...opponent selection, judging/reffing, venue of fights, PED accusations etc...but they both were great fighters.
I would just think that if one were a big fan of Floyd, they would give Manny a lot of credit, as he is the best name on Floyd's resume...because for them, they can always make the case that whatever level Manny is all-time, Floyd is at least very close by, as they had similar careers, and of course Floyd beat Manny.
I personally think Manny's run is a bit better than Floyd's overall...but I don't know where I would put him all-time pfp...as I said in the poll, I would say he is in the convo, and that's really all you can say for any fighter...I think Floyd was a great fighter but very protected in his Money May days and really took very few risks, which defines greatness for me.
Ali going to face Foreman in Zaire for example...if one wanted to put Floyd in consideration for top 3 pfp I certainly think his name warrants discussion, but I wouldn't put him there...again he was a great boxer though...but an even better businessman.
Before you reply - if you are going to be nasty and name-call as you appear to like to do, please save your response...if you want to talk boxing sometime though, cool, that's why I'm on here.
