Because Charlo was Canelo's mandatory and Canelo refused to fight him. Canelo chose to vacate his WBC world championship rather than fight Charlo. Haymon absolutely would have allowed Charlo to fight Canelo on DAZN.

I think he would. In fact I don't see how he could stop Jermall from fighting Canelo and making the biggest payday of his career. What could he do to stop him from accepting the fight? Take him to court? He would lose. No court would side with him for preventing a fighter he manages from making top dollar. It probably doesn't matter because it is extremely unlikely Canelo will ever offer him a fight. In the time Canelo has been the middleweight champion he has never once spoke of the possibility of fighting Jermall. It's as if Jermall does not exist.

If Canelo had been willing to pay Charlo enough to bring him to DAZN for a mandatory fight, the WBC wouldn't have needed to come up with the idea of having Franchise champions to avoid a repetition of what happened with Canelo's IBF belt.
