Haymon doesn’t want to make Spence vs Crawford now and maybe never.Arum petitions the WBC to make Crawford vs. Ugas the eliminator and chance to become mandatory for the winner of Spence vs. Porter. The WBC has shown their willingness to have champs of other sanctioning orgs fight in their eliminators & for vacant belts. Kovalev vs. Pascal. Lomachenko vs. Campbell. And GGG vs. Rubio are 3 recent examples.
Fighting an eliminator gives a solid timeline for the fight. As long as he fights the eliminator he doesn't have to wait around 600 days. And as long as he doesn't take step aside money (GGG & Eldier Alvarez) That's how you guarantee the fight happens.
Wbc can order Crawford Vs ugas then Haymon has Ugas withdraw from that fight and have Ugas take the IBF route and leave Crawford empty handed.
If Haymon wants to make Spence vs Crawford he doesn’t need to sacrifice Ugas. Makes zero sense.Comment

In every example you listed, the champion of the other organization beat the WBC interim or diamond champion before being allowed to fight for the full WBC world title. They didn't just fight a contender to become a traditional mandatory with a 70/30 split. They went after a guy already holding a WBC interim or diamond title to try to force a unification.Comment
