If the challenger is mandatory and the champion vacates, the IBF would likely allow the mandatory to face the highest available contender for the vacant title to save the show.
If the challenger is mandatory and pulls out, the IBF would likely allow the champion to face the highest available contender to save the show and would count it as a mandatory defense.
If the challenge is voluntary and the champion vacates, and there are multiple available challengers rated higher than that voluntary, that voluntary has absolutely no rights and can't fight for the title.

No one said anything about the WBC which has nothing to do with this ,huh ? It was the IBF that granted unified fight to AJ in an agreement that he would fight Pulev his mandatory after. You don't know what your talking about.
