The Klitschko fight was unification not mandatory fight.

This rematch only counts as a voluntary if it doesn't go through then IBF will mandate their champion fight their mandatory or get stripped.

We've seen this time and time again from the IBF.
Unification rules over mando fights ,if the belts are stripped a mando is not needed and that number 2 slot is vacant worst case scenario the IBF will put AJ in it. He has a signed ready to go fight approved by the IBF so they aren't going to just cancel a title fight unjustifiably We haven't seen a rematch clause attached to an IBF that the belts get stripped ,this results in a unification fight then and your crazy if you think Kownacki gets a shot before AJ ,the IBF would rule in favor of a tournemnt which it can to decide the champion before that and make AJ vs Pulev a interm title fight.

Name the last time a boxer was elevated by the IBF to a no.2 spot without fighting an eliminatior, its really simple if Ruiz elects not to face AJ he’ll be ordered to face Pulev or he’ll be stripped and Pulev will fight the next available contender reading down the list yet overlooking AJ as he’ll be coming off of a loss.

Their is no reason whatsoever to believe AJ will climb rankings to a no.2 spot and be in line for a title shot.

This is 100% false. No fighter can achieve a #1 or #2 position in the IBF without winning an eliminator. You don't know what you're talking about. You're either grossly mistaken or blatantly trolling.

You guys just seem to want to ignore that Klitschko was ranked number 5 after the loss but was still going ahead with the rematch due to a rematch clause at that time ,you cant pick and choose to suit a debate, its clear the IBF can regulate a title fight between AJ and Pulev.
          WRONG. WRONG. WRONG.

The ONLY way to get a #1 or #2 spot in the IBF is to win an eliminator. You cannot be "elevated" to #1 or #2 without it
