VADA just do tests and report the results. UKAD act in partnership with the BBBoC, and they have the power to impose sanctions on UK licensed fighters themselves, like provisionally suspending them immediately if they believe an offence has been committed.
After interviewing Dillian and getting certain information from him - Hearn didn't say what that was - and also examining the results of his VADA tests, which he passed, UKAD didn't believe that Dillian had committed a PED violation so they cleared him to fight.
Talking about VADA "clearing" fighters to fight is a figure of speech, which is used all the time by many different people. Why do you suddenly have an issue with Hearn using it now?

After both fighters were cleared to fight by the BBBoC, he had no power to cancel the fight, even if he'd wanted to.
