you judge them by skill and accomplishments in the ring. Every organization has their own ranking system and none of it is consistent. The WBO has Jeff horn ranked as a #5 mw for God's sake. Nobody takes the corrupt ranking seriously. In weak divisions, sometimes only the top 3-5 matter. When you get to the lower end of the top 10,theres not much to indicate that they're any thing above a c level fighter. So saying someone beat a top 10 guy is a deceptive comment.
