Why did Ortiz go quiet and sign another fight instead of Whyte?

I know Team Ortiz didn’t make Whyte any sort of offer. And I know the Chisora fight makes more money for everyone involved but it would have been nice to see Hearn pursuing that Ortiz name on Whyte resume. Anyone claiming Whyte ducked Ortiz should show us the offers made by Team Ortiz.
