What was his deal with Hearn in the first place? Was it just a three fight deal? Was it a two year deal? What was it? Obviously the reason he is a network FA is because HBO is out of business, but is he also a promotional FA? If so, he could just sign with GBP and get the Canelo fight.

jacobs signed a three fight deal with Hearn. Haymon signed Pacquiao to a 2 fight deal.
