Breazeale is the WBC mandatory. He's going to lay low for a while to stall the Wilder mandatory as long as possible.
Ortiz is being positioned for the mandatory after that. Doesn't make sense for Haymon to knock off one mandatory when he could have two instead to increase the chances of keeping the belt.
As for Miller, he's with DAZN right now, and being positioned as mandatory for the WBA title, so a fight with Ortiz isn't going to happen either.

Breazeale is actually the most perfect fight for an undercard. The amount of sense that fight makes for both fighters is actually undeniable. If Ortiz wins, he has a decent name under his belt, and if he were to look better than AJ in doing it, that may increase the amount of people who'd want to see AJ vs Ortiz. It may also give Ortiz better standing as a legit rematch for Wilder. If Breazeale wins, he becomes a huge opponent for Wilder, he solidifies his position with the WBC and becomes a legit contender. This fight makes the most sense. But another fight which makes a good amount of sense would have been Hughie Fury, for obvious reasons. Apparently his fight against Pulev has not been fully sanctioned, so there's that possibility. I think the most intriguing fight would be against Parker. I doubt Parker would take such a big challenge after two straight losses, but I'd be completely game for that fight. If Parker were to win on a US PPV, you can bet that'll put him in a good place to get a fight against Wilder.
