Povetkin carries like, 30 or more pounds of body fat. If he lost the unnecessary weight / fat from his body, he shouldn't have a problem making light heavyweight. His natural weight division at best, is cruiser weight and not heavyweight.
Even Oleksandr Usyk, a guy who competes at cruiser weight, is functionally bigger than Povetkin. If Usyk carried anywhere near as much body fat as Povetkin did, he'd easily weigh 230+ pounds. And even without body fat, Usyk still weighs a lot.
Povetkin's skills enabled him to make up for his lack of size to a certain extent. But his lack of size will always be a shortcoming at the elite level against the Klitschkos, Anthony Joshua and Tyson Fury.
