In wider context he's talking about the mental effort to get a contract signed that both fighters are happy with, with time to train and put it on the line in front of millions. It's not easy for anybody when dealing with a B side who isn't compliant. That's what he's saying.
He called out Wilder in front of millions of people after his last fight, he's made 4 fight offers. He's cleaning up the top 10 heavyweights. He's signed a contract which Wilder agreed to. He's booked the date.
But ya'll wanna twist his words to suit your narrative and make out he wants to see normal people take on this challenge ahead of him. What?!

The man sent Wilder a contract to fight him this year on terms he already verbally agreed to. It didn't get signed.
Actions speak louder than words.
Dibella and Hearn just finalised a fight without any venue or date in the contracts, so that wasn't a deal breaker.
