When Ortiz failed a test, resulting in Stiverne being moved to the main event, it meant Breazeale already had a signed deal for a final eliminator, but no opponent. The WBC allowed him to face the highest available contender so he wouldn't have his opportunity taken away through no fault of his own.
That is how Breazeale ended up in a final eliminator. Whyte could have had the fight if he wanted, but obviously didn't want the fight on such short notice. But that's the reason Whyte got skipped over for that final eliminator. Whyte was then offered the next final eliminator.Comment

If you listen to the interview, he is basically saying yeah we know, we know they are corrupt, we are the ones who "Corrupt" them etc But nevermind, we dont mind the Ortiz fight but you going to have to explain to us her the number 2 guy got mandated when the number 1 guy is there, moreover the champ just fought his mandatory (Stiverne), so he could have fought Breazeale as a voluntary"
