I'd say it isn't exactly the same thing. 'Most likely' implies the balance of probability favours a particular interpretation. 'Consistent with' merely means that the facts don't rule out that interpretation.
I'm quibbling though, (although the use of language in the coverage of this incident has been interesting) what I was really getting at was whether there'd been some sort of official release I'd missed.
