No one is saying there is a threshold. It's about fairness. The experts, after looking into the matter and realizing there is an issue, have decided that he has a valid claim that this was not done maliciously.

And your question has been answered by WADA. There is no threshold but there is a valid reason that this was probably not done purposely. They caught it early on, said his story is supported by the amount they found, and this is his warning that he has to avoid meat from Mexico the rest of the way. It's not rocket science.
